What is this legislation proposing? That article is unclear. It read that the credit will go from FOUR-year institutions to TWO-year institutions, but then the quote from J. Castro seems to say it is to take 2-year credit to 4-year institutions. Credit transfer already exists.

I'm very sincerely unclear on what or how this proposes to change it. Anyone in higher ed (2 or 4 year programs) knows that credit from accredited schools is almost always transferrable. Transfer doesn't and cannot make the earned credit relevant to a different field.
