NO. Banks is WRONG. Tax cuts for rich RARELY portend SUBSTANTIAL growth. Look at Kansas. Their tax cuts resulted in HUGE state deficit. Trickle Down is a GOP myth. Purpose of prohibition is to force states to spend $ on infrastructure, schools, 1st responders, aka JOB PRODUCING.
