It’s not a good sign when a govt official sends a written message questioning the propriety of an action and another replies by suggesting they talk on the phone. The implication is that the 2nd official is worried about leaving behind evidence of their conversation. 2/4

Dirt on your opponent is definitely a thing of value in an election. If the thing of value is worth more than $25,000, the violation is a felony. An oppo investigation isn't cheap, as I'm sure you know.
