"Robust, competitive market..." You realize that primary hospital care in Indiana is controller by three companies, right? Ascension Health, IU Health and Community. Many communities are only served by one of them.

You cannot have a "robust, competitive market" when many communities are serviced by a single monopoly provider because the number of patients in the geography cannot support multiple providers.
