The local law enforcement I have talked to in Wisconsin have made it clear that we can’t arrest and incarcerate our way out of this epidemic. The opioid epidemic is a public health issue and we need to stay focused on addressing it as a public health crisis.
Local communities need resources for prevention, treatment and recovery services. Washington must provide stronger investments for the people working on the front lines of this crisis.
County facilities, should be used for rehabilitating and addiction treatment. Keeping addicts with good social support networks is fundamental in them staying clean. So treating them in the community makes sense. Mental health/ addiction community care.

You need to take an honest look and have an honest conversation about how we got here. From here, it looks like people need to be drugged to deal with the system you have created. What is causing it? Stop treating symptoms and cure the problem, please!
