Section 231 of the Countering America's Adversaries Through Sanctions Act, 22 USC 9525, clearly states Trump had 180 days from enactment, until 1/29, to impose 5 sanctions, or obtain a Congressional waiver.

Why? The US has been meddling in the elections of other countries for decades. Now all the “concern” about such things when we get back what we have repeatedly given out.
