1)My guess is, opioid deaths are a problem of dosage control, due to the illegal status. Drug addicts are not necessarily disfunctional as long as they are not in need of a fix. Most drug addicts would rather not be addicts (doesn’t mean they don’t like getting high)

Absolutely and Jeff Sessions this week took funds away from this initiative by reversing Obama's law protecting states from Federal Gov interface in legal marijuana.
