Well maybe healthy people would like a cheaper version of insurance, Obamacare was a 1 fit all insurance that drove insurance costs through the roof. Set up a government subsidized insurance program that will cover pre-existing conditions. Let others buy cheaper catastrophe plans

Not sure you understand how insurance risk pools work. And I hope you understand that health can turn in an instant & suddenly you're on the hook, no matter what you paid before. That's why those junk plans were taken out in the first place. Insurance companies refused to pay.
