Senator, please reconsider your priorities with regard to housing. We desperately need more housing built in California, both market-rate and affordable. Using state funds to reward wealthy homeowners for freezing their houses in amber is exactly what we should NOT be doing.

That's not what this does--it also facilitates conversion of non-residential buildings to residential, and includes additional incentives for affordable housing conversion using historic buildings.
