Congress passes omnibus bill to allocate more visas but leaves the number up to sec of homeland security. Sec. does want to take the heat so only allocates 15,000 more. Stop playing politics and fix the problem. Pass the Returning worker exemption.

Congress also needs to solve the H2B visa process. Seasonal labor is a major issue and allocating 48K visas for this half the year when the need is close 100K is ridiculous. Businesses depend on this program operate because people don’t want 6-7 month jobs. Help fix the problem.
