    If a past offender pays his debt to society, rehabilitates, and keeps his or her record clean, we need to honor OUR word and provide them the opportunity to restore the rights that enable new beginnings.

    Not everyone deserves a pardon, but everyone who has satisfied the minimum requirements and who has done EVERYTHING they were told to have a chance to become a regular citizen again should at the very least be given a fair opportunity to be heard and considered.

    Nothing in the bill would restrict the authority of the executive branch. It would still be within their sole discretion as to whether relief should be granted. The bill would merely provide for some level of procedure and record-keeping to promote consistency and reliability

    The bill would also prohibit combining unrelated applications at the same hearing and require a record of ALL hearings. It would require the board to make annual reports to the Legislature outlining pardons granted and considered.

    This will prevent backlogs where hundreds of rehabilitated Nebraskans are waiting patiently for their opportunity to go before the Board and convey their remorse and share their stories of redemption. Some have been waiting over two years for their application to be reviewed.

    I've introduced a bill that would require the board to hold hearings at least every 90 days and require a hearing on each application at the next regularly scheduled meeting.

    This activity dropped significantly in recent years. From 2017-2019 the Board held only a few hearings during this period and granted less than 30 pardons in total. In 2019 the Board held only 1 hearing dedicated to reviewing pardon applications.

    According to data compiled by Professor Ryan Sullivan at the University of Nebraska College of Law, between 2006-2016, the Board held open public hearings on pardon applications approximately 4 times per year, granting a total of 1064 pardons during this period.

    Historically, If someone convicted of a felony commits NO offenses for 10 years after the completion of their sentence (3 years for a misdemeanor), they can appeal to the State Board of Pardons to have their civil rights restored.

    Nebraska’s constitution provides such an opportunity by giving the governor through the Board of Pardons the authority to PARDON past convictions if the person has demonstrated they are a CHANGED person and no longer fit the label of “criminal” or “felon.”

    If someone has completed their sentence and has demonstratively TURNED THEIR LIFE around, aren't they deserving of a second chance? If they’ve chosen a path that is completely free from crime, shouldn't they be given the opportunity to have these rights restored?

    In Nebraska, if you commit a felony, you don't have the same rights as other citizens. You can't vote. You can't hold political office. You can’t serve on a jury. You can't hold certain occupational and professional licenses, and you can't own a firearm.

    I never want to hear a Senate Republican ever talk about “law and order” again. If they won’t allow witnesses and documents, they are accomplices. Senators, there are some things bigger than politics.  There are some things bigger than elections.  Do the right thing.

    "I'm a conservative Republican, but I won't defend Trump. He doesn't represent me. The Party needs to move on." Just start saying it, folks. It's both consistent & liberating. You can be conservative, stay true to your principles, & not have to defend this nonsense anymore.
