Why don't you remove the gas tax in CA. Then it'll decrease the gas prices for all vehicle. Rather then only decreasing gas prices for new vehicle coming into production. Then give incentives for company that develop cars that are above and beyond emission. Makes sense right?

I believe they already have. Price per gallon was about $2.2 to $2.5 all winter and the price has jumped to $2.8 in the last month.
