Then Congress and the Senate MUST institute a law, minimumizing the Presidents power to do so. Maybe allow "conventional" strikes, but the full nuclear option should be restricted.

The language in the SALT agreement is clear. Trump will abrogate the treaty should he seek to increase our nuclear stockpile. I don't believe he has the ability to void the treaty. Which it appears he's attempting to do. It appears that the idiot has not even read the treaty.
