Its all just hot air until these ISPs demonstrate their intentions by returning to peering exchanges and open peering. Without that they have a defacto paid fast lane.

@ATT until the last paragraph. We need the rule restored until we can legislate how to keep this public space open and free. We need uniformity and standards for control and use. Our broadband costs are a huge tax on commerce. We need strategies to lower those costs -
And Jay, that's the last thing that AT&T wants is competition for its services or lower broadband prices. But you are totally right about this being a tax on all other businesses that buy internet access instead of selling it.
