So what if another country bombs us. Do we then have to wait for congress to decide whether we can respond? Hopefully but not likely in a timely manner. Or do we just fend for ourselves.

This only prevents the first strike with nuclear bombs. we could still: - attack first with non-nuclear weapons - if attacked respond with nuclear bombs without Congress Finally, it comes down to the president being able to do this without supervision
