Not even they benefit from it. Do they really think internet quality is going to stay what it is when the user base is vanishing, sites lose profit, and they have to make cutbacks which cause more people to leave? It literally benefits no one.

People need the internet, and thus they will pay. Unless you plan on communicating via letter and text from now on. Or advertising only on tv or billboards. The ISP's wouldn't push for something this big if revenue wasn't guaranteed. They push because they know they will benefit.
