But how will regulations at the state level apply? Connection or traffic origin or dest? Routing? What about VPNs or 6to4/4to6 tunnels? Office addr or headquarters for backbone providers or isps? Server location? Server host/vhost registration addr? How about CDNs or proxies? =/
