Ask most parents who tried to show their kids the so-called 'E/I children programming' the broadcasters are offering nowadays. Chances are that they likely hated it and went back to watching PBS's 24/7 kids channel.

E/I programming and making an actual effort to compete with PBS is nowhere profitable for broadcasters, and they would likely rather allocate time-slots for news or sports programming.
