Effectively a Three-Fifths Compromise where the Supreme Court has ruled that all people are not created equal. Not that I'm surprised that the Supreme Court continues it's sordid history of being absolutely wrong on important subjects.

The system is WAY more rigged than that. Even if you fix gerrymanering we still have First Past The Post voting; which never was a legitimate form of democracy. Only a ranked vote can defeat the spoiler effect that gave us a two party system.
