Unfortunately Democrats decided to block this legislation as part of a negotiating tactic, but I will continue to urge my colleagues on both sides of the aisle to pass a sufficient disaster relief package.

Not sure continuous $$ flow is always wise. Live in ND and it seems that Minot will never recover even with a continuous $$ investment. I think disasters becomes a local economy these days. I think Katrina is still asking, where's oversight.
