No, the census is supposed to insure an accurate count of Citizens and how the government can better represent those Citizens. If they are fraudulently counting people who are not citizens and those States get additional representatives due to that count, isn't that fraud?

Actually the Census is supposed to count RESIDENTS whether they are citizens or not.

It's also completely unnecessary since the American Community Survey covers it already. The GOP just wants to intimidate immigrants into not answering. And they have every reason in the world to be scared of what this Admin will do with this info.

no. Political representation is the exclusive prerogative of citizens. Permanent residents do not have the right to vote.
