If a city refuses to enforce federal laws, they shouldn't be able to attain federal grants. Plain & simple

Cities cannot be "commandeered" to enforce federal laws that federal agents should be enforcing. Supreme Court, Printz v. United States.

Also, Congress cannot retroactively attach new conditions to existing appropriations, except in very rare cases. South Dakota v. Dole.

Follow the money. Lawyers are a big donor group for Democratic politicians. GOP likes forced arbitration because it starves lawyers of work.
