#Constitution. Health care and all other private matters are the responsibility of PRIVATE CITIZENS -
Halfway through the 1st sentence of the Constitution: "promote the general welfare". Ensuring access to healthcare is a key part of that.

Denying 23 million Americans healthcare is directly opposite promoting the general welfare. It would kill 28,000 Americans/year.
