senator harris, you are from oakland. what segregated schools were in oakland? you went to howard university...a predominately african american college. without brown v board of ed, you wouldve done just fine

B/c the Brown v. Board ruling started momentum for the civil rights mvmt of the '50s and '60s, legislatively culminating in the CRA/VRA. Even in liberal CA, it's hard to imagine black or women candidates having as much electoral success as they have w/o that mvmt or legislation
