I believe a Census needs to be done not every 10 years but every 3 years. People move from state to state every year these days. We can now travel farther and faster than we could in the past. This would mean that a Census needs to be done pretty much before every election year.
I sent a letter to @MickMulvaneyOMB about much needed reform in the 2020 census.
