I have to say, I don't understand this. They don't need urging. They don't have a choice in the matter. There is already an injunction against it, even if they somehow magicked up a non-pretextual rationale (which will be difficult, given the history).

Tourists are not residents. On the other hand, the census was never intended to count only citizens.
