      Top officials continue to say that they will fix this problem. Every Secretary of Defense, beginning with Dick Cheney in the early 90’s, has pledged 'zero tolerance.’ Yet nothing has changed. The system is still broken. We continue to have little accountability.

      Today, we renewed our bipartisan push in Congress to pass the Military Justice Improvement Act, a bill that would take the prosecution of serious crimes, like sexual assault, from the military chain of command to give to independent, trained military prosecutors.
