So do the French. I'd guess a lot of countries do. It's a great way to get banking services to the people who might be turned away by the traditional banks.

Post offices should be able to do minimal banking and not charging poor people to just cash their checks or hold their money. Works in many other counties and we have had this in the early 1900s. Banks make a killing off fees and charges to poor people
