Non-citizens should be counted differently. We use the census to determine the number of House Representatives. States shouldn’t be rewarded for having illegals and non-citizens.

How about because our elected representatives are supposed to serve our CITIZENS (and nobody else) it makes it easier to draw district lines that represent our LEGAL citizens? There you go. Answer provided.
