  The truth is CA had the most mass shootings of all the States last year. Strict CA laws and the law supporting family's freedom to report a dangerous family member didn't work.

  I am sure that shootings are also prevented everyday. You can't really prove a negative. But mental illness is not an indication of violent behavior. pros and cons to this bill, I support it. But it looks like it is a scapegoat for not doing enough.
