Don't Senate rules require 60 votes when a bill increases the deficit at the level of the tax reform bill?

That’s right, Chris Erbe! The law says that when a bill increases the deficit, that it requires 60 votes and a 2/3 Majorities in both houses, and reconciliation with 2/3 Majorities on every single State legislatures! They are also supposed to have open hearings in a Democracy!
