Perhaps an alternative is to reduce CA State taxes so people can afford to live in CA? Quit spending $ on Bullet Trains, noncitizens, etc?

This is wrong - we get taxed twice on dollars we never see. State should tax on income minus fed taxes and Fed on Income-State. Period.
