2/4 ATF does NOT have the authority to ban bump fire stocks under the National Firearms Act because they are not legally machine guns.

3/4 Our bill would NOT ban semi-automatic weapons. It would ONLY apply to devices that increase the rate of fire of semi-automatic weapons.
