Rich developers benefit from this. They build overpriced luxury units, which other landlords, with non-luxury apts use that as "market rate." So, luxury landlords need to offer more affordable units WITHOUT USING OUR TAXES.

I have been homeless in California for over five years. Specifically due to A: illegal landlord actions and B:Short Term Rentals, soecifically airbnb. THERE IS NOT ENOUGH SENIOR HOUSING IN CALIFORNIA. I should not be competing with other old people for spots on a waiting list.
