The lack of law enforcement in the country’s localities is reprehensible.

Give the animals (any species) that are not being properly cared for to an animal clinic where they can be evaluated and cared for properly. Don't ignore their plight. A clinic can find a safe habitat for animals treated for any compromising conditions.

We DESPERATELY need a different, more protective legal status for animals. As it is, they're more property than anything else. I would even argue that animals should have independent standing.

I’m glad you are reporting this...I asked the Calif Vet Medical Association to review the article. We cannot become completely inhumane to both people and animals!!!
