Homelessness has reached crisis levels in California. While our state is a model for the country in many ways, homelessness is one area where we must do better. Part of the challenge is that the root causes of homelessness vary & include mental illness, drug addiction & poverty.
That’s why our bill requires housing to be paired with services to address those root causes. Local governments are already taking action to combat homelessness; this bill will help them be even more proactive and effective. 30 years in office and you just now realize this. Plus, being a sanctuary state doesn’t help but you already know this. But need the votes so you say otherwise. 
Are mental illness, drug addiction, and poverty *causes* of homelessness or side effects of homelessness? It seems to me that exorbitant housing costs are the major cause. Then add medical and student debts. Does your bill address these even more basic causes?
And let's not forget the impact of mass incarceration. People with a criminal record typically find it very hard to find housing (and jobs). And a felony record can often bar them from access to public housing programs and facilities.
This is wonderful news! It’s about time we take care of our homeless Californians — and give them back their dignity as human beings.
Please keep the pressure up on local governments, especially in San Francisco and Santa Clara Counties.

What about all the welfare opportunities we also give. We throw money and opportunities and nothing is seized. Will you force the homeless into these programs? As a common platitude says, "you can lead a horse to water, but you can't make him drink."
I got a novel idea. Why don't we re-affirm and enforce our vagrancy laws? Build a tent city at Slab City in Nyland (Google it) and send all arrested vagrants there. But you will continue the policies you have used to cause this problem. You own CA's homelessness and poverty.
