      Homelessness has reached crisis levels in California. While our state is a model for the country in many ways, homelessness is one area where we must do better. Part of the challenge is that the root causes of homelessness vary & include mental illness, drug addiction & poverty.

          Are mental illness, drug addiction, and poverty *causes* of homelessness or side effects of homelessness? It seems to me that exorbitant housing costs are the major cause. Then add medical and student debts. Does your bill address these even more basic causes?

          And let's not forget the impact of mass incarceration. People with a criminal record typically find it very hard to find housing (and jobs). And a felony record can often bar them from access to public housing programs and facilities.

          What about all the welfare opportunities we also give. We throw money and opportunities and nothing is seized. Will you force the homeless into these programs? As a common platitude says, "you can lead a horse to water, but you can't make him drink."

          I got a novel idea. Why don't we re-affirm and enforce our vagrancy laws? Build a tent city at Slab City in Nyland (Google it) and send all arrested vagrants there. But you will continue the policies you have used to cause this problem. You own CA's homelessness and poverty.
