The United States Constitution mandates that the Census shall count the "whole number of persons" in the country, without regard for citizenship or immigration status. I disagree with you. We need legal immigrants in this country not free loaders. Legal immigrants only and your state wouldn’t need 22 billion in federal financial support for California.

As a citizen I feel noncitizens should not be counted unless they are married to a citizen and have legal status. Why is that political if it sets up congressional districts that only citizens can vote for the representative?

I live in Texas and I can tell you that Hispanics are never going to be honest about how many people are living in their house because for many of them it would be against city code.
