Disaster aid for fires in Calif, when hell freezes over. Use the 3.5 billion Calif misappropriated from the Fed gov't for hi speed train first. The disaster was caused by Calif Gov't. Had the State allowed ground cover removal, cutting of dead and desiesed trees no problem.
