If Whitaker lacks Senate conformation then he can't be a recess appointment to a Cabinet position such as AG. Oh

@potus wanted to shut down Mueller’s probe, he would have and could have long ago. Sessions also said back in April that he would resign if Rosenstein was fired but stayed on.
