I believe Mexico offered them shelter and work status. If they turned it down they are no longer refugees.
These immigrants are only seeking a fair chance to make their case. They’d be following the law—not breaking it—if they present themselves at a port of entry requesting asylum. According to United Nations Law, if they refuse a legitimate offer of asylum, they are no longer refugees and no country is obligated to offer them ANYTHING.
