  Not with rules like CA Civil Cde 821.6;gives impunity to state emplys for discriminatn & harassmnt w/premise of “doing their job without fear of reprisal” as defense to civil complnt(not job descriptn). Whistleblower & zero tolerance supersede. Full audit rq’d -Accountblty needed
