There are teachers who write their own textbook and demand it be used in their classes. That is how you end up with expensive texts. When I went to SFState in 60s you could buy used text books.

For professors, it's extra income. I resented having to buy their own books at such exorbitant prices, used or otherwise. We didn't use them ant more than other informational sources which were far less pricey.

See also Rice University's Openstax project. I adopted the free openstax University Physics textbook for our PHY 2170 and 2180 classes and the students broke into an ovation when I announced it in class! $300-400 for a textbook is insanity.
