Who has the records? Why aren't they public? Since Kavanaugh served in the Bush administration, cant' George W. be asked to help with the release of the records, all the records?

The National Archives holds the records. They belong to to the public. But the board is somehow held by Republicans and GW’s personal lawyers are working with them to prevent release.
