You are right. Throwing clean syringes at addicts has resulted in more overdoses. Your policy didn’t work. Time to get back to basics and get them into treatment.

There is no data to support such a claim. Hard reduction programs are in place to prevent the spread of disease. If an addict can't get a clean needle they will use a dirty one. They won't just stop using which is what your logic suggests.

The CDC gets their data from individual states. Clean CDC data relies on so many variables. We should always be somewhat skeptical of their recommendations. I say this as a researcher that reports data to CDC. If I give them crap they share the crap.
