How abt a project that starts where we most often have floods by building reservoirs and then canals that move it westward to more reservoirs in the west (ideally ancient lake beds) all the way to the Nevada & Arizona & California deserts and even selling it to MX. etc.
As long as conservation is part of the plan. We have to look at reducing per capita water use (waste) to better utilize what is available.
