You wanna "breathe new life" into rural communities? Start pushing back against mega-corporations, whose competition crushes small local shops and buys out or undercuts local farms. Your idiotic tax incentives will only worsen things.
If 60% of these zones are in rural areas, the remaining 40% are more efficient uses of the benefits, because they help more actual people. Or we can keep throwing money at places that can't support themselves. Like, you know, socialism.
