        If they are "fellow US Citizens" why do they refuse to become a state? Why do they not vote when approving legislation?

        Puerto Rican’s don’t “refuse to become a state”. The last referendum found that they actually preferred statehood. Lack of political will on the mainland is what’s keeping them out.
