But the fact of the matter is that the governor of Luis Fortuño (Republican) and his legislature (Repubican) indebted PREPA (Power Company) from 4 billion to 9 billion in just 4 years (2009-2013) and didn't invest in repairs or improvements. By 2013 PREPA had no borrowing margin

You just need to lookup Lisa Donahue, she was appointed restructuring officer for PREPA at the petition of the bondholders, because it wasbankrupted after Fortuño. This "republican" also took 17 billions of debt for P.R. in just 4 years. He also received 7 billions from Obama..
