I agree with the sentiment. The problem is that Dems tend to form very dense clusters, while Rs tend to be more diffuse. That is a problem in WI, where Milwaukee and Dane County are 70%-80% D and rest of state is 52%-53% R. D vote tends to naturally concentrate in few districts.
