The framers absolutely did not have any concerns about “partisan impeachment” because they didn’t have parties at the time. This is embarrassing.

In fact many were staunchly opposed to having them at all. Strictly because of situations like this: a Senate choosing to carry out a partisan acquittal of a guilty man because he's in their party.
